XPrivacy version 0.43+ requires an active internet connection to use the Pro features.
You cannot fetch crowd sourced restrictions with this pro enabler, only with the pro license:

The Pro features do not work if Lucky Patcher is installed.
The pro version of XPrivacy allows you to export and import your privacy settings.
Exporting and importing your privacy settings is possible across devices.
